This report provides information on foundation-giving to promiscuity education, contraception for children, and abortion in the United States during 1999. It also gives a small amount of information on giving by foundations for use in foreign nations and giving to pro-life. Because of the way data on foundation giving is stored, it is not possible to separate giving to promiscuity education from giving to contraception and from giving to abortion.
The primary work of Life Research Institute is not to produce this report, but to find information about foundation giving and then to educate board members of foundations which fund promiscuity education, etc. Approximately 2,500 board members are educated annually. This is done through the mail. Both educational material and cover letters are tailored to the type of grants–promiscuity education, etc.–that each foundation makes. Mostly, the mail is sent to board members’ homes. This report is written because the material learned about the foundations is interesting. However, it is the education, not the report, that saves babies’ lives.
Comparisons of giving in four categories–combinations of pro-abortion use, pro-life use, U.S. only use, and foreign only use–are shown below. Dollar amounts are rounded.

*Almost every foundation which gave for foreign use also gave for domestic use. Therefore, the total should not be 53 + 217.
Fifty percent of the foundations that gave for all pro-abortion use in 1999 did not give in 2000. That’s 118 foundations. Unfortunately, 101 new foundations began giving.
Since I began educating foundations 11 years ago, 968 foundations have quit funding promiscuity education, contraception, and abortion (for foreign and domestic use).
(By contrast, only 85 companies have quit giving to Planned Parenthood due to Life Decisions International’s boycott during the period 1993 – 2003).
There is no way to prevent foundations from starting to give. There is no way to educate new foundations which may give: There is no way to tell which they will be. My source of information only reports who gave, not who might give.
For example, Arizona Community Foundation gave money to Planned Parenthood in 2000 but gave nothing in 1999. The Foundation Center, my source of information, didn’t have data in 1999 showing Arizona Community’s intentions for 2000. In order for me to find out if Arizona Community and others had plans, I would have had to call many thousands of foundations (including Arizona Community) to ask them what their plans were. Even if I had the resources to do this, the research would be fruitless, as follows: 1) Many foundations just have answering machines, and these days people are too rude to return calls. 2) Because boards wouldn’t have made decisions yet, the foundations mostly wouldn’t know what they would give to. 3) Even if they would know, I would be told, essentially, that it is none of my business. Thus, instead of doing that my work must be reactive.
On another subject, Life Research Institute has details on U.S. Foundations’ grants for use outside the U.S., but has not and will not produce a report on that killing similar to this one. If one were to look only at this report on giving for U.S. use, a skewed opinion would be formed on which the greatest killers are. Table 1 of the attached report would lead one to believe that they would be Packard, Buffett, Hewlett, Ford and the others shown in the order listed. However, when adding grants U.S. foundations make for use outside the U.S., a different picture results. Following are the top pro-abortion U.S.-foundation killers of 2000.

For this 2000 study year, I found the largest grant into family planning I have ever seen in my 11 years of study. The Bill & Melinda Gates Foundation gave $56,681,270 to United States Fund for Population Activities. This was a grant classified for foreign use. The largest grant given in 2000 for U.S. use was by David and Lucile Packard Foundation for $10,000,000 to National Abortion and Reproductive Rights Action League (their name in 2000). They gave the same amount to them in 1999.
Uninformed readers of this report may take strong exception to the claimed need to stop giving money which goes toward contraception. Therefore, I will explain the objections pro-lifers have to contraception:
- Ten percent of the time the Pill works and 100% of the time the IUD works, they work by abortion. Life begins at fertilization. Seven to ten days later, the live, genetically complete human being, having DNA which is different from her mother’s, is to implant herself on the wall of the uterus, or womb. The Pill, the IUD, and many other forms of chemical contraceptives prevent this implantation. Nourishment of the baby cannot occur. Thus, the baby dies. Those who doubt these facts should ask their doctor or a pharmacist for verification. Do not, however, ask if the Pill and IUD work by abortion, because many doctors and pharmacists are pro-abortion and will lie to you. Instead ask if they work by preventing, at least sometimes, implantation. If the answer is “yes,” the baby dies. This is abortion. In the United States there are up to 13 million of this type of abortion annually versus approximately 1.2 million choice abortions done at Killing Centers.
- Contraceptives often fail to prevent pregnancies. Abortions follow. The Alan Guttmacher Institute, a pro-abortion research affiliate of pro-abortion Planned Parenthood, said in a 1996 publication that 58% of women surveyed said they had been using birth control during the month they got pregnant and that condoms were used in 56% of the birth control failures. (The publication was Stanley Henshaw and Kathryn Cost, “Abortion Patients in 1994 – 1995: ‘Characteristics and Contraceptive Use, ‘” Family Planning Perspectives, July/August 1996.)
- Only the condom is effective at all in stopping the transmission of sexually transmitted diseases (STDs). However, take warning: In a meeting of pro-condom-use sexologists, the sexologists were asked, “‘If you had available the partner of your dreams, and knew the person carried HIV, how many of you would have sex depending on a condom for protection?’ None of the 800 sexologists raised their hands”. - The easy availability of contraceptives keeps the promiscuity rate high. Pregnancies, abortions, and STDs follow.
- God forbids us, in many passages of the Bible (Try Romans 1:29), from fornicating (having sex outside of marriage.) This is another reason that it is harmful to keep the promiscuity rate high.
- Roman Catholics, but not Protestants, are against contraception for even married people because, Catholics say, contraception is not natural, it is against nature, and it is preventing God from creating new life. Abstaining and using Natural Family Planning are natural. Says one Roman Catholic author, “Contraception sends the message that God’s creative presence is not valued and that fertility is a biological problem rather than a personal gift to be respected as a blessing from God.”
Interestingly, 27% of the money given to pro-life during 2000 came from foundations which also gave to pro-abortion. The foundations which gave to both pro-life and pro-abortion in 2000 and the amounts they gave to each are:

Data for 2000 grants only became available in December 2002. Because of this time-delay problem (which was caused at my source of information), this report could not be a report of 2001 giving.
The quantity of data in this report is limited in two ways: 1) It includes only grants of $10,000 or more, and 2) It includes only grants from foundations which The Foundation Center–my source of information–tracks. Each year The Foundation Center tracks more money than previous years. Currently, they are tracking just more than 50%? of the money. Do not assume, however, that this means funding of promiscuity education, contraception, and abortion is approximately twice as high as I report. It may be less than twice as high, or it may be more than twice as high.
The Foundation Center collects information on 65,000 foundations, but only tracks funding by the largest 1,200. Since 233 of the 1,200 give to family planning, the percent giving to family planning is 19.
Evaluation of the worldwide granting situation reveals that grants are also made from foundations in foreign nations to organizations in foreign nations, and grants are made from foundations in foreign nations to organizations in the United States. I have no information to give you on these grants.

The information herein, which is organized in various ways, includes the following: the foundations giving, the organizations receiving, the states of the receiving organizations, the amounts of the grants, various summaries, the most offensive grants, and a few generalized comments on the reasons foundations showed for having made the grants.
I have one special comment about Table 6, which is an itemized list of grants made. If you see an apparent duplication, it is NOT a duplication. It is merely a grant made more than once.
Some typical descriptions of grants to Planned Parenthood and others are: ·$10,000 to Planned Parenthood of Nassau County, Hempstead, NY, for general operating support. ·$87,700 to Troup Family Connection Authority, La Grange, GA, comprehensive program [meaning it includes abortion] for reduction of teen pregnancy. ·$25,642 to University of California, Berkeley, CA, to conduct public conversations about sex education [UC is very pro-promiscuity education]. ·$150,000 to Feminist Majority Foundation, Arlington, VA, for Constituency-Building Activities Related To Women’s Rights.
Except for Table 7, which describes the most offensive grants, other grant descriptions are not included in this report. I will send them to you if you request them.
Some descriptions of grant purposes showed the purposes as opening a new Killing Center (my terminology) and/or buying a building. Generally, the root purpose would have been partially for promiscuity promotion and partially for killing. I didn’t feel I could guess what percentage of money would go to one or the other. In addition, even if a grant was allegedly made solely for promiscuity but was made to an organization that also does surgical abortions, the money in reality went to both, by the following logic: If a clinic gets a grant for promiscuity, it frees-up money that had been allocated there so that it could be transferred to fund the portion of their business that does the killing. Furthermore, all Planned Parenthood affiliates are required to send money to Planned Parenthood’s national headquarters to fund abortion advocacy.
When I use the term, promiscuity, I don’t mean that the people always want the children to behave in a promiscous way. Rather, I mean that they don’t understand that the programs which they call “sex education” encourage promiscuity and make it “safe” through the distribution of condoms and/or encouragement of their use. When children get condoms from teachers, the message from adults that they look up to is that there is nothing wrong with using them. So they’ll go have sex.
Those of us who are Roman Catholics would be interested to know that in 2000 Catholics for a Free Choice in the U.S. received $500,000 from foundations. They received $2,344,000 for use outside the U.S. Thus, the total they received is $2,844,000. David and Lucile Packard Foundation is the main offender. Ford is second.
Also, Catholics for the Right to Decide received money. None for U.S. use, $1,466,000 for foreign use (almost all Mexico). Again, the main offender is Packard. Ford is second.
Hewlett of William and Flora Hewlett Foundation and Packard of David and Lucile Packard Foundation founded Hewlett-Packard Company. The Hewlett Foundation currently has little invested in the company and so gets little income from it. The Packard Foundation has a lot invested in the company and gets a great percentage of income from it.
Though I am guessing, I must emphasize that for domestic use, foundations give three to four times as much to promiscuity education, contraception, and abortion as do companies and corporations! If we add grants for foreign use, the figure is seven to nine times as much!
